History of Jacksonville
A half century before the Pilgrims landed on Plymouth Rock, the first European settlement in North America was established on a bluff overlooking the St. John's River, 12 miles east of what is now downtown Jacksonville.
On May 1, 1562, French Huguenots, followers of Protestant reformer John Calvin, started the short-lived colony named Fort Caroline , while America 's oldest permanent settlement, St. Augustine , was still a military encampment situated 35 miles to the south. Three years later, however, the Spanish founder of St. Augustine destroyed the French colony, and for the next 250 years, France , Spain and Great Britain fought one another and the Timucua Indians for control of the peninsula.
During the British ownership of Florida, a particular river crossing on the St. Johns, used for taking cattle to grazing land, was know as “Cowford.” It was at this point, near where Bay and Liberty streets intersect today in downtown Jacksonville , that farms and plantations were first settled. Not long after the Spanish ceded Florida to the United State in 1821, Isaiah D. Hart founded a town at Cowford and named it Jacksonville , in honor of Andrew Jackson, the new territory's provisional governor.
After Jackson became President, he made the city a port of entry in 1831. Jacksonville survived the Civil War with only one major battle, the Battle of Olustee, fought nearby, and it prospered until 1888, when a yellow fever epidemic killed hundreds and forced thousands to flee for their lives. As the city recovered, tragedy struck again on May 3, 1901, when the Great Jacksonville Fire destroyed practically all of the downtown area. The resilient spirit of the community persisted, and the rebuilt Jacksonville was the leading city in Florida for more than 40 years.
Shipbuilding flourished in Jacksonville , and by the end of World War II, there were three naval stations in Duval County . In the years since the war ended, Jacksonville has become a major banking, insurance and healthcare center in Florida .
In 1968, Jacksonville consolidated its' city and county governments becoming the largest city in the world in terms of square mileage. With consolidation, Jacksonville began a new era in its' history. Public services were expanded, property taxes were reduced and a clean up of the St. Johns River was completed. By 1994, Jacksonville 's population rose above 1,000,000.
Jacksonville is in the midst of economic and cultural growth complimented by increased community involvement. The city's average of 320 days of sunshine each year and an anticipated future development have prompted residents to put the sun in the middle of JackSUNville.
Climate
The Jacksonville area has a very mild climate, with some variation between summer and winter temperatures. December, January, and February are the coolest months with temperatures averaging 55-60 degrees and freezing temperatures occurring about twelve times per year. During the daytime, a light sweater or jacket is the most that is usually needed.
June, July, and August are the warmest months, with an 80 degree average. Temperatures exceed 95 degrees only about ten times per summer. In a normal year, Jacksonville receives fifty three inches of rainfall, much of it during summer months. Florida has one of the highest daily rates of sunshine of any states in the country.
Because of favorable weather, Jacksonville 's lifestyle centers around outdoor activities. Sports such as golf and tennis are played year-round, the fish are always biting, and back-yard barbecue grills may be fired up in any season.

Getting Started
Taxes
Florida and Jacksonville have some of the lowest taxes in the nation. There are only two kinds of personal taxes in Florida : a real estate tax, and a state sales tax on all purchases except food and medicine.
Any person who has legal or equitable title to real property in Florida, and who resided there as his or her permanent home is eligible for a $25000 Exemption from the city, county, and school board assessed values. This is referred to as the “homestead exemption.” No length of residency is required for this exemption although it must be filed for each year. If a home for example, (which is a primary residence) is assessed at $75,000, a $25,000 may be subtracted, and the owner would then be taxed on $50,000. This exemption remains with the home for the rest of the year even if the home is sold. Therefore, if a person buys a previously owned home which has a homestead exception currently on it, the new home owner receives the benefit of that have to re-file in each succeeding year, between January 1, and March, of that year, and must be occupying the home on January 1, to qualify.
The property tax rate varies somewhat from year to year and also depends on the county and neighborhood in which the property is located.

Student/teach ratios, per pupil expenditures, and teacher salaries are all above average. The Jacksonville school district is the largest in the nation (and the only one in Florida ) to have all of its' schools, from kindergarten through high school, fully accredited. It has been nationally recognized by the Danforth Foundation as a model school system. Many individual schools, students and teachers win state and national awards each year.
In addition to its' elementary and secondary schools, Duval County has three vocational centers, a fin arts high school, a “magnet” high school, a marine center, and three exceptional child schools. In the fall of 1991 Duval County schools initiated the Magnet school program. Twenty-two special education programs are available to students with learning disabilities. An extensive curriculum for gifted children is also offered.

TaxesFlorida and Jacksonville have some of the lowest taxes in the nation.

The Duval County ( Jacksonville ) school district, with over 116,000 students, has earned a national reputation as a system committed to academic excellence. Scores on national achievement tests have risen steadily in recent years, topping the national average at every grade level.
Fifteen different themes, initially developed in 40 schools, will expand the range of educational opportunity for students based on their specific interests, needs, or special talents. Twenty-two special education programs are available to students with learning disabilities. An extensive curriculum for gifted children is also offered.
To register a student in the Duval County Schools, you must have evidence of immunizations against measles, mumps, rubella, diphtheria, pertussis/whooping cough, tetanus, and polio as well as proof of physical examination within the last year and a birth certificate. A transfer or report card is helpful but not compulsory. The local school will request permanent records from the student's former school.
Requirements for entering kindergarten, in addition to the above, are a birth certificate showing the child is five years old by September 1, of the current school year. Requirements for entering first grade, in addition to the health requirements above are a birth certificate showing that the child is six years old by
January 1, of the current school year and proof of completion of kindergarten.
After regular school hours, the Community Education program offers a wide variety of education, recreational, and cultural classes to residents of all ages. These classes are offered at schools across the city.

Convenient water taxis shuttle people to the opposite bank and Jacksonville 's additional dining and shopping.
